The United Nations:
An Islamist Perspective

The United Nations is the successor of the League of Nations which in turn succeeded the European Family. The European Family was established in the 16th century in order to fight Islam and Muslims. It was founded on the basis of what they then falsely chose to call "International Law". The European states sensed the threat of Islam and the Muslims as the Islamic
armed forces marched towards Europe conquering one country after another until they reached the walls of Vienna. These countries were struck by fear and terror and decided to form certain alliances designed to counter the threat posed by the Islamic state, thus the International Community and the so-called "Oriental Problem" or "Oriental Issue" came into
existence.

The concept of the so-called "Oriental Problem" or "Oriental Issue" was at first designed to counter the threat of the Islamic state, then in the 19th century it was changed in order to destroy it and share the legacy of "The sick man of Europe" (the Islamic state).

For three centuries the International Community remained a close European and Christian organisation. It did not allow any of the non-Christian states to join but, despite this, they falsely and deceptively named it the 'International Family' and to further deceive and mislead they also called it the International Community. This was in order to give it an international aspect and to delegate exclusively to it the role of looking into international affairs.

Giving this purely European and Christian entity an international quality meant that international affairs were also the business of this family of states; and in order to organise and perpetuate this, some conventional principles were adopted and referred to as International Law.

In the 19th century, despite the fact that these Christian countries did allow some non Christian states to join the family, they never allowed the conventional principles they had laid down from the fact that they were European and Christian states, to be jeopardised. These principles were based on the distorted Christian faith and the Judaeo-Christian culture
which had been nurtured by some elements of the Greco-Roman culture, ideas and civilisation. This is why the Ottoman state's membership in it was subject to its abandoning the enactment of Islamic law in international affairs. The Ottoman state was not allowed to join until it accept that condition and submitted to conventional European and Christian principles.

In the wake of the Islamic state's destruction, in 1924, the European Family became the League of Nations. Although the League of Nations allowed other non-Christian states to join, again it never permitted the conventional principles of the European, Christian states to be undermined. It most certainly did not take the doctrines, religions, customs and ideas of the other countries into consideration either, but instead, looked at them with disdain and contempt.

The League of Nations was transformed, in the wake of the 2nd World War, into the United Nations. The membership of the UN was at first meant to be restricted to the states which waged war against Germany, i.e. the Christian states and their dependants. However, because America wanted to spread her hegemony over the whole world and bring all the countries into the sphere of her influence, the membership of the UN. was extended and other states were allowed to join.

America and all the other secular-capitalist states, which in the past were Christian states, did not even consider any new laws or principles to be added to either International Law or the UN. The conventional principles of the Christian states which later became secular capitalist states remained the only laws and principles imposed upon all the human groups of the world, without giving the slightest consideration to what the other states carried in terms of doctrines, religions, customs and
ideas. Therefore, the International Community remained, in reality, as it had been before, the Family of the previously Christian states i.e. the secular capitalist states of today, even after other states had been allowed to join. Elsewhere we have elaborated on how International Law and the Christian family came into existence and the consequent wars and world
crisis which followed as a result.

Truly the existence of such organisations, which were falsely referred to as international organisations has caused and still causes calamities and disaster to the whole world, countries and peoples alike. The existence of such a gathering led to the first and the second world wars and it still evidently poses a threat to all states and nations especially the small ones; in the wake of the Gulf war this threat has become even more evident.

America could easily, under the pretext of what is falsely and arrogantly called 'International Law' and 'International Legitimacy' interfere in any country or people's affairs, and she could easily turn falsehood into truth and truth into falsehood and turn an act of aggression into a legitimate act.

Even the Arab League, which is a colonial organisation established by Britain in order to enforce the fragmentation and the disunity between Arabs and Muslims, had declared that the Security Council resolutions related to the Palestinian issue, as well as the Security Council's resolutions No 731 and 748 (the embargos concerning Libya) and its resolutions which imposed an arms embargo upon Bosnia Herzegovina, are all biased and unjust. Many Arab states and a host of international law figures have stressed that the two resolutions No 731 & 748 concerning Libya contravene international law, even as defined and understood by the "West". Arab as well as other states world-wide have declared that the UN Security Council has double standards, it is as if it had some legitimate children and a few others from the other side of the blanket; the Arab and
Muslim states as well as some other third world countries would be the illegitimate children, or even the 'used-women' themselves. As for the Zionists in Palestine, the Americans in Panama, the British in the Falklands and the French in Central Africa, they would be the masters and they would have exclusive rights not given to any other but them.

Indeed it is not a Security Council but rather a Council of Anxiety and the UN has never been an organisation for all nations but merely a productive estate for some of the superpowers and now it has became a candystore for the only superpower, America, who uses the Organisation in order to spread its hegemony and dictatorship over the whole world.

They call it international legitimacy whereas in fact it is an
international colonialism and egoism.

Since the Arab League's member states as well as other states regard the Security Council and declare its resolutions, especially 731 and 748 as oppressive and unjust; why do they abide by them? Since they know that the organisation is flagrantly biased and has double standards, why do they not withdraw from such an organisation and form another one? It is sheer cowardice and a taste for the humiliation which they grew accustomed to.

For instance, on 31st March 1992, the Security Council, inspired by the U.S.A, and with the participation of Britain and France, issued resolution No 748 in which it imposed various sanctions against Libya. It included an embargo on all international flights of Libyan airlines and a total ban on all international airlines' flights to Libya and on using her airspace. The ban extends even to the sale of aircraft and spare parts to Libya and to the provision of engineering or maintenance work to the Libyan
aircraft. The ban also includes the supply of any weapons and their component parts. The resolution called upon all member states to withdraw their officials and their agents who provide Libya with logistic and general military advice and expertise; it also exhorted all member states to considerably scale down their diplomatic representation in Libya.

Finally, the resolution demanded unequivocal restraint from the Libyan government from all acts of terrorism and from providing any assistance to terrorist groups. Furthermore, the Security Council declared that the resolution would come into effect from 15th April 1992 if Libya did not abide by resolution 731 adopted by the Security Council and dictated by the USA. with the backing of Britain and France on 21st January 1992 (in
which the Council ordered Libya to hand over the two intelligence officers accused of plotting to blow up the American aircraft Pan Am over Lockerbie in Scotland in 1988 and the French aircraft UTA in 1989 over the desert of
Niger).

Resolution 731 had no precedent in the history of the Security Council, and it was considered as a flagrant violation of "International Law" and international conventions; it was also deemed as being a serious breach of human rights and total contradiction to the right of sovereignty of member states, and the right of self-determination of peoples and nations.

As for resolution 748, its 14 articles completely disregarded all the international rights and obligations which member states had adhered to prior to 15th April 1992. It even cancelled all these rights and obligations which member states had, prior to 15th April 1992, adhered to as mentioned in article No 7 of the resolution. This was regarded as being in total violation of international law and human rights which America, Britain and France always hypocritically claim to adhere to and
safeguard.

This resolution has coerced all the states worldwide, even the
non-members, as well as all the international organisations, to abide strictly by the rules adopted in the resolution and to fully implement all the clauses included in the articles 3 to 8, as mentioned in articles 3,4 and 5. The resolution threatens that it would take stringent and severe measures against any state that does not abide by its rules and does not fully implement articles 3 to 8 of that resolution.

By inspiring the Security Council to issue these two resolutions against Libya, as well as the resolutions it issued against Iraq during the gulf crisis, America has violated international law, human rights and all the international charters and conventions, which America itself so arrogantly and hypocritically brags about safeguarding and protecting. The Security Council and the various United Nations institutions serve as the tool with
which America violates all these. Therefore, it is as if the UN with its various agencies and notably the Security Council and the International Court of Justice, has turned into an agency within the American State Department, to which America would delegate everything regarded as "dirty work", thus securing and providing the perfect legitimate cover for the total American hegemony, and safeguarding the American interests worldwide.

The matter did not stop at the Security Council and other UN agencies, it even reached the International Court of Justice, considered by many to be the highest judiciary court in the world, and the symbol of justice. This court issued a judgement against Libya which violates justice and law and achieves what America wished and worked for.

America today works towards confiscating the will of states, nations and peoples. She views the rest of the world as her own backyard and does not allow any other flag to fly over it. She does not allow any other state to draw up a policy or take part in conducting its affairs. She aims at becoming the sole player on the international stage and the sole designer of world policies, even the local policies of other states, nations and peoples throughout the whole world. There should remain not one single
state, nation or people who would dream of undertaking an independent decision. She would destroy any state that dares, or even contemplates acting against her will as she destroyed Iraq. The Security Council is under her control and ever ready to endorse any decision she undertakes, or any sanction she may wish to impose against any country in the world.

In imposing this individualism through what she calls the "New World Order", the United states has become a threat to the future, and to other states, nations and peoples. She has turned into a ferocious beast, unparalleled by the beasts of the jungle whose threat would be relatively limited. Whereas the United States' threatening and harmfulness has touched everyone and everything, men, women, children, trees, buildings, power stations, shelters, roads and hospitals and anything else you care to think of - except their own moral anarchy.

The savage killings and mass destruction she perpetrated against Iraq had no precedent in history. No comparison can be drawn with what her forefathers, the crusaders, did, nor what Attilla, the Hun, did, nor what the cruellest and fiercest dictators have done throughout history; her ferocity is worse than that of the Nazis, the fascists and the Stalinists put together.

The United States is the master of double standards, she uses one standard for the Muslims, in which injustice, oppression, coercion, harshness, ferocity, killing and mass destructions are predominant, and another standard with the Zionists whom she treats with leniency, clemency and a conciliatory attitude and whom she protects and supplies with weapons, money and immigrants. This is despite the fact that they are the biggest
terrorists and their state, the most infamous for its state-terrorism, killing, destruction and blood shedding, never mind its disregard of the Security Council and the UN resolutions.

Israel is the most defiant state to America, the Security Council and the whole world. Despite all this America protects, defends and supports the state of Israel and ensures that Israel at all times maintains her superiority over all Arab states put together and that she remains armed to the teeth with nuclear warheads and arms of mass destruction. Meanwhile America endeavours to destroy all the arms of mass destruction and the sophisticated conventional weapons to be found in the Arab and the Muslim
countries which she prevents from ever acquiring or manufacturing nuclear weapons.

This American injustice shall not last, for injustice would turn into gloom and doom and its consequences are disastrous. Allah (SWT) says:

{Do not think, that Allah is unaware of the deeds of the unjust people, He only postpones their judgement to a day in which eyes are frozen of shock!!}.

America's hegemony cannot be regarded as irreversible fate and her supremacy will not last forever, sooner or later it will fragment and fade away, for her supremacy, lacking any spiritual base and being based on injustice, carries in itself the elements of its destruction. This supremacy, as well as the new world order which she concocted in the wake of her cold war with the former Soviet Union, has been imposed on the world with the help of her military machine and her economic power and not adopted by the world freely with conviction. Even the closest allies of America in Europe, especially Germany, as well as Japan, are working towards destroying this new world order and breaking free from America's stranglehold over the international scene and world politics. The countries which America mobilised in order to hit Iraq and tighten her grip on the Gulf and control its oil were in fact only dancing to the American tune. Some of them were fearful of America, while others were
hypocritically and plainly trying to play the game with the aim of
intelligence gathering very much in mind, in order to then either work towards foiling the American plan or at least infiltrate it, or at least share the booty. As for the common people, they expressed their outrage at the barbarism, ferocious bombardments and horrific slaughter of innocent men women and children which America perpetrated. Until today, people right across the world are voicing their concern over the continued sanctions imposed on Iraq and the unfair treatment and pigheadedness against Libya. Even America's surrogates and lackeys from among the Arab leaders such as the Saudi king and the Egyptian president, were not happy about the sanctions imposed upon Libya even though they unwillingly and
reluctantly abided by the resolution.

The Security Council's resolutions imposing a arms embargo against Bosnia and Libya, as well as Iraq, in the past and for many decades against the people of Palestine are oppressive and unjust. Therefore, everyone must stand up to America and confront her. They ought to reject, condemn and refuse to abide by or execute such unjust resolutions. They should work towards foiling these resolutions and eradicating America's intimidation,
hegemony and interference. Voicing concern and discontent would not be enough, for what is required is a total rejection of these resolutions and a refusal to implement them. A common stand against these resolution would prevent America and her allies from taking any punitive measures against them, for together they would form a formidable force that America cannot afford to ignore. Besides, Islam forbids Muslims from accepting or abiding by or executing such resolutions. Furthermore, such resolutions violate the right of sovereign states, human rights and human dignity.

America should also not be allowed to remain in the Gulf, nor should she be allowed to control the region and its oil. We Muslims ought to make America realise that her presence in the Gulf will turn into a curse and be like hot coals under her feet.

This is the position that should be taken towards America and her allies and towards the Security Council resolutions, the position vis-à-vis the Security Council and the United Nations various institutions, especially now that they have become a tool in the hands of America, just as if they were part of the American State Department. All this should be concentrated on destroying them and forming a new world organisation: (i)
over which the superpowers would have no influence or power, that is no veto or any other special privilege, (ii) an organisation that would NOT act as a single worldwide state, and (iii) an organisation that would not interfere in doctrines, religions, local and national legislative matters of sovereign states. (such as family and marriage laws, nor would it interfere in the penal, economic and judiciary systems, not even legislations related to human rights, women's rights or the rights of any nationally convicted or accused persons in any sovereign state.)

The new organisation would aim at helping the oppressed, fighting oppression and spreading justice throughout the whole world, not with weapons and bars but with the help of its non-material (incorporeal) power, moral ethical values - a fear of losing face and the backing, respect and trust of a world-wide public opinion, for it would be an organisation working for the benefit of all humanity, not just one single state, or a limited group of states. This organisation would be similar to"Hilf-ul-Fudhool", an alliance established before the advent of the Islamic Message. An organisation which the Messenger of Allah (SAW) had been part of before he was sent with the Message of Islam, and of which the Messenger of Allah (SAW) said after the Message was sent:

"I had witnessed in the house of Abdullah Ibn Jud'an an alliance which I would not swap for the best breed of camels, and if I were called for it in Islam I would join".

This world organisation would also provide a platform and an opportunity to analyse and debate the various doctrines, ideas, cultures, civilisations and customs so that persons, organisations states, nations and whole peoples could adopt freely with conviction what is rightful so that it becomes the thought, ideology and the culture of the whole world. Indeed, this new organisation will be the stage of the intellectual struggle, the ideological debate and the dialogue over what would be the
better. A dialogue of intellectuals such as: Plato, Socrates, Al-Kindi, Al-Shafi'i, Al-Qadi Abdul-Jabbar, Al-Ghazali, Leibnitz, Ibn Hazm, Ibn Rushd, Ibn Taymiyyah, Kant, Hegel and others.

However, it would not serve as a platform for the slander and badmouthing of lowly people like: Salman Rushdee, Taslima Nasrin, Anwar Sheikh and Hanif Qurayshi, for the place of such people, if they had a place, it would be in the cesspits.

The practical steps towards establishing a new world organisation which would aim at helping the oppressed, fighting oppression and spreading justice, to replace the Security Council and the United Nations and its various institutions, could be as follows:

One country or more from among those who were averse to the Security Council resolutions issued against Libya and Iraq, as well as its past resolutions concerning Palestine, would adopt this idea. It would endeavour to persuade other countries to do the same, until such a time when a host of countries gather around this idea and initiate a widespread media campaign. A campaign to propagate it among their peoples, other peoples, national and international non governmental organisations,
governmental organisations and political parties and even states all over the world, in order to gather support and generate an overwhelming public opinion in favour of the idea. Once they manage to win over a considerable number of countries, they would withdraw en masse from the United Nations and form all their various agencies, especially the Security Council, the World Bank and the IMF. Then these countries would converge together to found the new World organisation and establish it on
new principles and then invite all other countries to join and withdraw from the UN and its agencies.

This motion is not imaginary, rather it is ready to be implemented and it will be implemented, Insha'Allah. The Islamic unity state (the Khilafah state), or any Islamic state, based solely on Islam, would not allow herself under the Shari'a rules to accept the present United Nations' laws for they are laws of disbelief (Kufr) and injustice (Zulm), and its charter is based on disbelief (Kufr) and injustice (Zulm). As a matter of fact, the withdrawal from the UN and other Kufr organisation is a necessary condition, but not a sufficient one, of a state to be described as Islamic.

Therefore, this Islamic state would withdraw from the United Nations. She would either convince other countries to withdraw and join her, or exist in isolation from the rest of the world. Living in isolation from the rest of the world is not a question that would arise as far as the Islamic state is concerned, for this contradicts its essential and fundamental duty which is to carry the Islamic Message to the whole world. She would therefore undoubtedly work towards persuading other countries to withdraw. The countries who withdraw, which at first would be a handful, would be subjected by the rest of the world, led by the old UN organisation, to sanctions and punitive measures. This would necessitate that they should co-operate together in order to at least limit, if not foil the damage that an international embargo may cause. This co-operation requires a host of systems and principles established on the basis of fighting
oppression, upholding the truth and spreading justice among all humankind. These laws and principles would form the charter of the new organisation which would serve as the nucleus of an organisation that would grow and proliferate and become a match and consequently overthrow the old organisation. It is, that is the old organisation, after all, merely a farm for the colonial powers, headed by America, who through such organisation exercises their hegemony and dictatorship over the whole world and arrogantly and hypocritically call it 'International Law'.

The majority of member states do perceive the injustice, the bias and the double standards, they do sense the arrogation of power and monopoly, but they are too afraid to speak out and are unable to act. They are waiting for someone to bell the cat. The Islamic state will do so and the beads of rosary will then break up Insha'Allah, and all the oppressed countries will withdraw from the organisation and co-operate with each other.

This action, undertaken by the Islamic state by the will of Allah (SWT), needs to be transformed into public opinion within the Muslim Ummah and throughout the world, for the Islamic state relies on the support of the Muslim Ummah. The more the awareness of the Muslim Ummah, the clearer and deeper her conviction, the stronger her support and her gathering around
her state will be, and the greater her readiness to persevere and sacrifice will become. Her will to generate overwhelming public opinion against the oppressive world organisation will grow bigger. Generating such overwhelming public opinion throughout the world will be an instrumental tool in the destruction of the oppressive organisation, called UN.

Now that the Muslim Ummah has witnessed how the Western powers, headed by America have exploited what they call international law to destroy and sanction Iraq, then impose an embargo on Libya, despite the fact that Israel continues to rebel and defy international law and get rewarded for it in the process. The Muslim Ummah and the whole world realise that America was not in fact eager to protect Kuwait or the world order, but
eager to merely protect her own material egoistic interests.

This episode should not be allowed to brush past us without raising the issue of corruption, injustice and hypocrisy by which the United Nation is infested, nor without stressing the need for its destruction. Were the idea proposed under different circumstances, it would perhaps not be perceived with such palatability. Therefore, launching this idea among the Ummah in such circumstances - despite the fact that this very idea has been in the books and in the intellectuals minds for a long time - is very appropriate. This idea must be pursued constantly and vigorously using various means until it becomes far reaching among the Ummah, the Islamic campaigners, intellectuals, politicians, ordinary people and then the whole world.
