ANWAR HADDAM PAROLED FROM VA. JAIL
Other Muslim secret evidence detainee denied release in Florida

(WASHINGTON, DC - 12/8/2000) - Alhamdulillah. Dr. Anwar Haddam, the Algerian
politician held on secret evidence for four years in a Virginia jail, is now
at home with his family after being "paroled" last night for 45 days. Haddam
was recently granted political asylum by the Board of Immigration Appeal.

CAIR today applauded Haddam's release and renewed its demand that another
Muslim held on secret evidence in Florida also be freed. Almost all of those
ever detained on the basis of secret evidence have been Muslims.

After speaking to Haddam at his home, CAIR Communications Director Ibrahim
Hooper said: "We are overjoyed that Dr. Haddam is now free and able to be
with
his family during the holy month of Ramadan. He should never been held
without
charge in the first place. Our joy would be complete if Dr. Mazen Al-Najjar
is
also released and the use of secret evidence ended permanently."

INS attorneys obtained an indefinite delay in the release of Dr. Mazen Al-
Najjar. Al-Najjar is a professor at the University of South Florida who was
granted bail on Wednesday after being held for more than three years because
of secret accusations that he supports terrorism. The delay in Al-Najjar's
release is indefinite. His attorneys will file an appeal.

In response to government attempts to block the release of both men, Rep.
David Bonior (D-MI) told The Associated Press: "In my 25 years in Congress, I
have never seen such an act of injustice...I am calling for Attorney General
Janet Reno to resign today. This is an absolute outrage. These are Gestapo-
like tactics."

On October 27, Judge Kevin McHugh ruled that the Immigration and
Naturalization Service (INS) lacked sufficient evidence to continue holding
Al-Najjar. The INS (www.ins.usdoj.gov) later agreed to provide an
unclassified
summary of their evidence.

In Wednesday's ruling, McHugh wrote that the documents offered by the
government failed "to provide (Al-Najjar) with notice of the evidence against
him and a meaningful opportunity to defend against that evidence."

Legislation banning most uses of secret evidence in immigration cases passed
through the House Judiciary Committee this year, but was not offered for a
vote in the full House. The Secret Evidence Repeal Act (H.R. 2121), sponsored
by Reps. Bonior and Tom Campbell (R-CA), is expected to be re-introduced in
the next session.

IMMEDIATE ACTION REQUESTED: (As always, be firm, but POLITE.)

Dr. Mazen Al-Najjar.
