Dr. Yousuf Al Qaradawi, prominent Egyptian scholar and winner of the Islamic Personality of the Year of the Dubai International Holy Quran Award, will be honoured during the closing ceremony tonight.

The scholar, known for his liberal interpretation Islamic teachings, called on youngsters to practice Islam in their lives and not merely memorise the Holy Quran. General Sheikh Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and UAE Defence Minister, will present Al Qaradawi with the Dh1 Million prize.

Al Qaradawi, who arrived on Thursday night from Qatar on a special flight ordered by Sheikh Mohammed, told reporters that winning the title is a great honour and it increased the burden on him to better serve Islam.

Al Qaradawi, 75, holds Qatari nationality and is dean of the Sharia and Islamic Studies College and director of the Prophets Bibliography Centre at Qatar University. He said that he will establish an institution, preferably in Dubai, to provide study opportunities for outstanding Muslims.

"I had been thinking of an institution which would sponsor the study of needy outstanding Muslims, as there are many needy whose poor economic condition derives from pursuing learning. It is time now to start this project, and I call on people to support it," he said.

Al Qaradawi and his family agreed to dedicate any prize he may receive to serve Islam. "I have a special bank account where I deposit amounts of prizes I've received and I spend from it on Islamic projects and support of needy Muslims.

Al Qaradawi is very prominent in the Muslim world for establishing a modern school to teach Islam. "Islamic principles are never changed or modified, but the language  which we should use to attract people and help their attachment to the religion should be changed," he said. "My modern approach has helped many Muslims to better understand the religion and apply its rules."

Al Qaradawi opposes inflexibility and extremism in explaining Islamic principles. This moderate approach was among other characteristics which qualified him for the award, organisers said. Al Qaradawi was also selected because he is secularlyknowledgeable, he has studied psychology and education as well as economics and sociology.

His activities include scientific writings among his more than 100 books; fatwa and jurisprudence; social and charitable fields, and lectures and participation in 25 international Islamic symposiums. Al Qaradawi helped set up Islamic banking in Dubai, Bahrain, Pakistan, Saudi Arabia, Egypt and Abu Dhabi. He is head of the Sharia Supervisory Authority of the Islamic banks in these countries.

Al Qaradawi is a member and founder of Islamic societies and educational institutions in Pakistan, Sudan, Kuwait, Saudi Arabia, Egypt, Jordan, the UK, France and the U.S. He is also chairman of the Al Balagh Society for Serving Islam which has a website dedicated to helping Muslims understand the religion and to introduce others to Islam
