Anik, fasting is a form of worhip in Islam.  In fact, it is one of the more superior forms of worhip because of the intimacy that a fasting person has with his/her creator - Allah (swt).  This intimacy is due to the fact that nobody knows whether a person is really fasting or not, except Allah (swt), so it is a worship which is not seen by other people like prayer or charity.

Like all other forms of worship in Islam, there is a required aspect of fasting as well as a mandub (recommended) aspect of it.  A sane, adult, healthy, resident Muslim is required to fast the month of Ramadan.  However, the Prophet (pbuh) also encouraged the Muslims to fast as much as possible throughout the year.  He gave various recommendations depending upon the capability of a person.  

You may fast every other day, or every monday and thursday, or every 13th, 14th and 15th of the month, etc.  These are recommendations of the Prophet (pbuh), and thus they are called a Sunnah.  They are not obligatory, meaning if you don't fast on these days you will not be sinning.  However, fasting on these days with the intention of following the advice of the Prophet (pbuh) is a great reward - insha Allahu Ta'aala.
