MPs' INTERESTS AND AFFILIATIONS TO ISRAEL AND INDIA

SECTION 1: ISRAEL

1.0 MPs who have registered interests relating to parliamentary and other pro-Israeli groups.

ALEXANDER, Douglas (Paisley South) Overseas visit 3-8 October 1999, to Israel and the Palestinian Authority with the Labour Friends of Israel to meet senior Israeli and Palestinian leaders in the Middle East Peace process. Flight and accommodation paid for by Labour Friends of Israel.

BEITH, Rt Hon Alan (Berwick-upon-Tweed) Vice-Chairman of Britain-Israel All-Party Parliamentary Group.

BERCOW, John (Buckingham) 2-7 January 2001, to Israel, visiting Tel-Aviv and Jerusalem for discussions with politicians and others, under the auspices of Conservative Friends of Israel and the Government of Israel.Pro-Israeli statements in the House of Commons include: "Will the right hon. Gentleman join me in simply welcoming the latest in a long string of democratic elections in Israel? Does he agree that it represents a clear example to other middle east states of the basis on which such elections should be conducted?" (18 May 1999) "I identify passionately with the Jewish people and the state of Israel." (26 Jul 2000)

BURNS, Simon (West Chelmsford) 16-23 January 2000, to Israel and the Palestinian Authority, as guests of the Government of Israel, Conservative Friends of Israel and Isrotel.

BUTTERFIL, John (Bournemouth West) Vice-Chairman of Britain-Israel All-Party Parliamentary Group.

CAPLIN, Ivor (Hove) Vice-Chairman of Britain-Israel All-Party Parliamentary Group. Overseas visits 3-8 October 1999, to Israel and the Palestinian Authority with the Labour Friends of Israel to meet senior Israeli and Palestinian leaders in the Middle East peace process. Flight and accommodation paid for by Labour Friends of Israel.

CLAPPISON, James (Hertsmere) Overseas visit 16-23 January 2000, to Israel and the Palestinian Authority as a guest of the Israeli Government, Conservative Friends of Israel and Isrotel. Overseas visit 25-27 November 2000, to Israel and the Palestinian Authority as a guest of United Jewish Israel Appeal (UJIA). Pro-Israeli statements in the House of Commons include: "[Aspects of international law or international history I could select] include the hostility of the Arab states to Israel, the acts of terrorism against Israel and the attempts to partition Palestine and divide it between the Palestinians and the Israelis, going back not just to the beginning of the founding of the state of Israel, but to the inter-war period and the Balfour declaration. We would all do well to remember that Israel is a democracy. When Israel embarks on a peace process, extends the hand of friendship and shows a willingness to make concessions, it would be deeply unrealistic not to expect Israeli public opinion to be affected when the bombs continue. I respectfully disagree with my hon. Friend the Member for Mid-Sussex when he says that the political violence, as he described it, was born out of frustration at the lack of progress. I do not think that it was born out of frustration at the lack of progress; I think that the intention was to derail the progress that was being made. The violence was carried out by deluded people with wicked masters and their objective was to derail the peace process." (4 Feb. 1998) "The hon. Gentleman mentioned proportionality. He must recognise the fair point made by the hon. Member for Liverpool, Riverside (Mrs. Ellman) that, if Israeli soldiers are fired on by Palestinian gunmen, it is proportional for them to return fire." (24 Oct. 2000)

CLARK, Paul (Gillingham) Overseas 3-8 October 1999, to Israel and the Palestinian Authority with the Labour Friends of Israel to meet senior Israeli and Palestinian leaders in the Middle East Peace process. Flight and accommodation paid for by Labour Friends of Israel.

COLMAN, Anthony (Putney) 1-6 February 1998, to Israel, paid for by Labour Friends of Israel. Pro-Israel statements made in the House of Commons include: "I am sure that my right hon. Friend welcomes the commitment from Mr. Barak to withdraw all Israeli troops from Lebanon within the next 12 months. Of course, they were put there to stop the terrorist incursions and the missiles that were fired on to northern Israel. Will my right hon. Friend urge the Lebanese Government to ensure that when Israel withdraws - as it has from Jezzine - they take up their rightful role of policing the area to prevent the resumption of terrorist attacks on northern Israel?"
(22 June 1999)

DISMORE, Andrew (Hendon) 21-26 February 1999, to Israel with the Labour Friends of Israel to meet senior Israeli and Palestinian personnel in the Middle East Peace Process. Flight and accommodation paid for by Labour Friends of Israel.

DUNWOODY, Mrs Gwyneth (Crewe and Nantwich) Vice-Chairman of Britain-Israel All-Party Parliamentary Group. Pro-Israeli statements made in the House of Commons include: "I assume that my right hon. Friend will also be putting pressure on Syria and Iraq and making it clear that support for Hezbollah is not the way to help the peace process forward. Will he also make it clear that, as a nation, we welcome and support the amazing result in Israel because it is possible in a democracy for a whole people to express their desire for peace through the ballot box? That should be the way forward that we, of all people, should support most strongly." (18 May 1999)

ELLMAN, Louise (Liverpool Riverside) Vice-Chairman of Britain-Israel All-Party Parliamentary Group. 25-27 November 2000, to Israel as the guest of the United Jewish Israel Appeal, who paid for expenses. Pro-Israeli statements made in the House of Commons include: "Does my hon. Friend accept that although Israel has adhered to the United Nations resolution and withdrawn from Lebanon, Hezbollah has been permitted to be present on that border, using weapons from Iran, yet the United Nations refuses to take any action? Does he think that that is compatible with a genuine seeking of peace by Israel's neighbours?" (11 Dec. 2000)

GAPES, Mike (Ilford South) Deputy-Chair of Labour Friends of Israel. Pro-Israeli statements made in the House of Commons include: Downplaying institutionalised Israeli discrimination against Palestinians, "although there is clearly a problem in Israel with the relationship between some Israelis and some Palestinians, does he also accept that 20 per cent of the  electorate in Israel is Arab, and that there are Arab members of the Israeli Parliament, even Ministers, including the Deputy Foreign Minister, who came to the Labour party conference, where I had a chance to discuss these matters with him? The circumstances are not as simple as my hon. Friend suggests. They are far more complex." (24 Oct. 2000)

Fares and hotel bills were paid by the organisers. Pro-Israeli statements made in the House of Commons include: Justifying Israeli occupation: "As the right hon. Gentleman knows, the Israeli Government cite security concerns as their reason for refusing to withdraw from territory on the west bank. What action have the United Kingdom Government taken to reinforce the ability of the Palestinians to deal with terrorist activity emanating from their territory in association, liaison and co-operation with the Government of the state of Israel?" (12 May 1998)

JONES, Nigel (Cheltenham) 11-16 June 2000, to Israel, transport and accommodation provided by the Israeli Foreign Ministry.

Member for Mid-Worcestershire (Mr. Luff) in respect of the 50th anniversary of the creation of the state of Israel, is my right hon. Flight and accommodation paid for by Labour Friends of Israel. Pro-Israeli statements made in the House of Commons include: "If we look at the chronology of events, it was at Camp David that the Prime Minister of Israel offered the best deal that has ever been offered in a peace negotiation between the Israelis and the Palestinians.

When Yasser Arafat walked away from that negotiating table, he went to visit a variety of world leaders and tried to enlist their support for the fact that he had refused to make progress on that offer. Those world leaders made it crystal clear that they could not support his walking away from the negotiating table. That was when the violence began. I illustrated in my earlier intervention how that violence is not spontaneous, but orchestrated and encouraged." (24 Oct. 2000)
