This is from the introduction by Yusuf Ali:

"Logically this Surah follows up the argument of the last Surah (al-Anfaal), and indeed may be considered a part of it, although chronologically the two are separated by an interval of 7 years ... This is the only Surah to which the usual formula of [i]Bismillah[/i] is not prefixed.  It was among the last of the Surahs revealed, and though the Prophet [saw] had directed that it should follow Surah 8 (al-Anfaal), it was not clear whether it was to form a separate Surah or only a part of Surah 8.  It is now treated as a separate Surah, but the [i]Bismillah[/i] is not prefixed to it, as there is no warrant for supposing that the Prophet [saw] used the [i]Bismillah[/i] before it in his recitation of the Qur'an."

Bismillah and salam,
Sub7an Allah! My husband taught ie this information just yesterday. This is the only soora that does not have basmala at the beginning because its subject matter. What it is is about the munafeqeen and Allah is angry at them and so the prophet didn't start the soora by the invoking of Allah's mercy through the basmala. Allah asked him to be "ghaleeth" in a way. That even if he asks for istighfar for those who chose to lie and stay behind that he will not forgive them.

I had heard it's necessary to say Bismillah if you are starting to read the Qur'an from this sura.  And you don't say Bismillah if you are continuing to read from the last sura. Some one correct me if I'm wrong please.

Assalaam alaikum wa rahmatu Allah,
Sorry brother Arsalan, but you are mistaken.  There is no basmalah when
you begin At-tawbah nor if you continue to read it after Al-'Anfaal.  
It is allowed to recite the basmalah if you are beginning to read surah
At-Tawbah in any place but the beginning of the surah.  
I will write (in Arabic) what Imam Ash-Shatabiyy said in bab
al-basmalah (the basmalah chapter) of his work: Hirz al-amaanee wa wajhu
at-tahaanee, better known as Ash-Shatabiyyah
ومهما تصلها أو بدأت بَراءةً
لِتَنزِيلِهَا بالسّثفِ لَستَ مُبَسملا
Translation:And no matter how much you join it [with the previous
surah] or you start baraa'ah [another name for surah at-tawbah i.e. the
first word]
Because of it being revealed with the sword, it is not with a basmalah.

Anonymous is right. ےI asked my imam about this. ےHe said we do *not* recite bismillah when reciting Surah al-Tawbah (from its beginning), whether it is inside the Salaah or outside, whether we are joining it with the previous Surah or not.
