Without naming the United States but in an apparent reference to the country’s military offensive against Afghanistan for the Sept 11 terrorist attacks, Mandela said: “We condemn countries that avoid the United Nations and take action independent of it whatever the excuse is because that way they are introducing chaos in international affairs.’’ Speaking to a 10,000-strong audience at the fourth Anwar Sadat Lecture for Peace at the University of Maryland here on Wednesday night, Mandela, 83, said [color=Blue] no country had a right to decide unilaterally to attack another [/color]. “This is something we have to condemn in the strongest manner,’’ Mandela said. [color=Green] He said public figures must condemn such a country even if the country was helping in the development of one’s own country[/color], adding: “We must thank them when they do good but we must also condemn them when they depart from the basic rules of the international community that problems must be settled peacefully.’’ [color=Red]He said there had not been any world war for the past 56 years primarily because of the existence of world bodies such as the United Nations.[/color] During his 45-minute lecture, Mandela departed several times from his prepared text to raise issues concerning the West. He said the Sept 11 incident had serious implications, and challenged the West’s platitudes that it was superior to the developing world. Citing the free education and health services, and subsidised housing in Arab countries like Saudi Arabia and the United Arab Emirates, Mandela said the West must also not “bluff itself that when they talk of a democratic government that they are superior to Arab countries.’’ [color=Green]“Poverty is everywhere but from the perspective of treating their people, the Arabs are far better than the West,[/color]’’ he added. Mandela, South Africa’s anti-apartheid leader who was incarcerated for 27 years, was awarded the Nobel Peace Prize in 1993, a year before becoming the country’s first democratically elected president.
