"First use" has been unthinkable for years

The Bush administration has reportedly ordered the Pentagon to prepare contingency plans for attacking seven countries with nuclear weapons.
Quoting a secret Pentagon report, the Los Angeles Times newspaper names China, Russia, Iraq, North Korea, Iran, Libya and Syria as potential targets.  

Furthermore, the military have apparently been directed to build smaller nuclear weapons for battlefield use.

The Pentagon has declined to comment on the report which analysts have described as "dynamite".

According to the paper, the report lists three situations in which the weapons could be used.

These include "retaliation for attack with nuclear, biological or chemical weapons" and "against targets able to withstand non-nuclear attack".

The third category - "in the event of surprising military developments" - is described by the BBC's Washington correspondent, Paul Reynolds, as a "catch-all" clause.

The paper says the report was presented by the Pentagon to members of Congress on Friday.

It is quoted as saying the Pentagon should be ready to use nuclear weapons in an Arab-Israeli conflict, a war between China and Taiwan and an attack by North Korea on the South.

As for Russia, the report says that it is only listed in view of its own large nuclear arsenal and it is not viewed as an enemy.

'Taboo lifted'

Defence analysts told the Los Angeles Times that the secret report appeared to mark the first time an official list of target countries had come to light.

"I can imagine what these countries are going to be saying at the UN," said Joseph Cirincione, a nuclear arms expert at the Carnegie Endowment for International Peace in Washington.

The report clearly referred to nuclear arms as a "tool for fighting a war, rather than deterring them", he added.

Anti-nuclear campaigners pointed out that the reported instruction to build new tactical nuclear weapons indicated that the administration of George W Bush was more willing to lift the old taboo on using nuclear weapons except as a last resort.

"This is very, very dangerous talk," said John Isaacs, president of the Council for a Livable World.

"Dr Strangelove is clearly still alive in the Pentagon," he commented, referring to a 1964 feature film about a nightmare nuclear conflict between the US and the Soviet Union.

Our correspondent recalls that the US made a veiled threat to Iraq during the Gulf War that it could respond with nuclear weapons to an attack by Baghdad using chemical or biological weapons.

this was the first thing i read on the papers. and it has affected me the whole day. theyre justifying means to attack Muslim countries and it wont be too long before they attack Iraq. the goings gonna get tougher for us Muslims. all the more we have to consolidate our Eeman, otherwise we'll be swept by the tide of ya'juj wa ma'juj.

They have been saying this all along.   No one can use weapons of mass distruction but us THE US OF A.  May Allah's wrath be on those who are killing muslims.

When I first read this, the first reaction that I had was "No, they can't do this"
SubhanAllah the Bush administration is so full of it.  They say that they don't want to start another world war, that they want to help out Afghanistan and such, but what do they go and do??? They plan to attack seven countries with nuclear weapons, SubhanAllah that is not right.

This just gets me so mad  >:( >:( >:( >:( >:(

Is there anything that we can do??? If anyone has any ideas, they're more than welcome...

I'm sure president bush is a dajjaloon. Why spend all this money on arms and R+D when 2/3rds of the world hasn't even got enough money to buy an aspirin.
Every dushman has its day!.

No doubt the people of Iraq will soon be attacked during April. Mark my words we are going towards another war, a war which will attack the innocents.

I'd be curious to hear what China, North Korea and Russia's response is as they too have nuclear weapons, weapons which could hit north america.

nothing makes sense in the actions of west but they are clearly now allowed to do whatever they please without any form of check or opposition. the unthinkable is now thinkable because they can get away with causing planned and calculated devestation in the name of 'collateral damage'.  the recklessly divided ummah continues to play witness to this, it pains us all to see this happening and I pray that the help of Allah[swt] is near.

Chill out guys. This is just the US making threats, in reality they dont dare attack China, Russia OR North Korea with nukes, because if they did, they US would be obliterated.

I just hope and pray Osama Bin Laadin was telling the truth when he said he has access to nuclear weapons.

Also i hope iraq have now got nuclear weapons, AND Iran, the only way to defend ourselve sIS to get Nukes, big nukes.

The US can scream and shout as much as they like about weapons of mass destruction, but the fact remains, many others have them, and will use them against the US if the US attacks first.

This, inshallah is gona cause these "rogue" states to work together against the US, by sharing technology etc.

There was a time for Muslims around the world to unite but that chance came and went.  Only a handful of Muslims in developing countries in some cases they were not even the majority such countries reacted like to true Muslims.

As the saying goes, United We Stand and Divided We Fall!  Allahu Manajayna.  Giving one country even if it a superpower carte blanch is a grave mistake.  But you should also understand that superpowers have time limits too.  And especially when they become to big for their own boots and are extremely arrogant.  We just have to read the Qur'aan and I understand what is happening.

Yeah, let's wait for Chaina, Russia and North Korea's reactions.  It will be interesting to say the least.

I have read parts of the LA Times story and it is a little over the top.  Military is paid to assess all options all the time.  It is not a "plan" that the US is planning a nuclear attack.  It is a form of war game that is played out over and over on a daily basis.  You go over scenario over scenario "ad infinitum" or "ad naseum" depending on your view.  Every country's military should be trying to figure out what their opponent is going to do and be prepared for it.

America's first strike 'strategy' – a weapon of conquest

If ever there was any doubt about the moral depravity of our leaders, then the news that the Bush administration has ordered the US military to "prepare contingency plans to use nuclear weapons against at least seven countries" should put the question to rest permanently. I tremble as I write this, whether in anger or fear is hard to tell. What we are dealing with, here, is a psychopathic clique of demented killers who pose the greatest threat to human survival since the Black Plague. As long as they remain in power, we are – all of us – in mortal danger. Think I'm exaggerating for effect? Not this time….

BETTER LUCK NEXT TIME

The circumstances under which the US will heretofore consider using the nuclear stick are, we are told, three-fold. The first – as a response to nuclear, biological, or chemical attack – has long been assumed, although in the context of the "war on terrorism" it takes on new significance. In the old days, there was never any question as to the potential source of such a devastating first strike: the Soviet Union was the only candidate. But in the shadowy world of international terrorism, in which the enemy is untethered to any territory, the question of whom to retaliate against becomes a detective story especially prone to expert manipulation. We have seen, already, how the War Party tried to use the anthrax scare to pin the blame on Iraq, although we haven't heard much from them on that score since the FBI announced it was probably one of our own scientists. Perhaps they'll have better luck next time, for when it comes to our perpetual "war on terrorism," there's always going to be a next time....

A GREEN LIGHT FOR SHARON

Aside from Russia and China, the traditional targets of the cold war era, the list of countries that might one day glow in the dark includes the "axis of evil" – Iraq, Iran, North Korea – and also, incredibly, Syria and Libya. The key to understanding the inclusion of these last two is the revelation, in the leaked document, that the US military has been told to prepare the nuke option in case of an all-out Arab-Israeli war. Here is the second circumstance in which we will wield the nuclear stick: Israeli Prime Minister Ariel Sharon will be allowed to conduct a pogrom in Palestine and create a Greater Israel under the protection of a US nuclear umbrella. The portions cited in the Los Angeles Times refer to the nuclear option as an American response to an Iraqi assault on Israel. By including Syria, however, the message the administration is sending – and I wouldn't be at all surprised if they leaked this report themselves – is all too clear: Israel must be given a free hand, or else….

Of course, it is entirely unnecessary to make such a threat, since everybody knows that Israel has nukes of its own – and is much more likely to use them than we are. I find it hard to believe, even now, that George W. Bush would give the order to nuke the entire Middle East, but Sharon would nuke it all and beyond if he believed Israel’s survival was at stake. What the US is really saying, with this second criterion, is that they don’t mind if Sharon takes the initiative and spares them the trouble.

A LEAK SPRUNG FROM THE TOP?

Thirdly, this manifesto of nuclear madness rendered by an anonymous team of Dr. Strangeloves essentially states that we will use nuclear weapons just as we damn well please, no longer as a last resort when our national survival is at stake, but to put down regional revolts on the farthest frontiers of our global empire. In short, as a response to "surprising military developments," nukes will now be used as weapons of conquest. Let's say we invade Iraq, and the war starts to go badly, perhaps because other Arab countries enter the fray and US troops are caught in a general conflagration, a replay of what happened at that Marine barracks in Beirut only on a much larger scale. According to the new policy, in that case we can always nuke 'em into submission. Indeed, the mere threat is enough to at least temper the thought of resistance, which is another reason I tend to think this "leak" was sprung from the top.

Depends whos side your on, if your on the dajjaloons side the I guess he'd be good if your on the opposite side then he'd be bad. Before the arrival of the main dajjal there will be many dajjaloons.

Chris, 'Dajjal' is Arabic for 'Anti-Christ'. We believe that he will come in the last days as a test for humanity. The Prophet Muhammad peace be upon him, described the anti-christ as being the greatest test to come to humanity, for God will grant him the ability to perform miracles. So great that we are taught that there was not one Prophet or Messenger sent by God, except that he would warn his people against the Anti-Christ.

Through miracles he will cause great mischief & corruption on Earth and lead much of mankind astray, first calling himself a Prophet of God, and then advancing to claim that he is God, Almighty.

His end will come when God sends down Jesus, peace be upon him (who we do not believe was crucified) and Jesus will strike him dead.

gosh,  i am not sure how to take that.  kashif thanks for the great explanation,  and hanif i did get a copy of the koran.  Got tired of waiting for the freebie, so i upped and bought one.  just started reading it today.  after all the questions about which one to get, i forgot to take it with me, so i picked out which one had the best pictures on it  (just kidding)  it was translated by  muhammed zafrulla khan,  not sure if that means anything.  i cant figure out what all the squiggly lines mean , so i am just reading the english parts
