Does anyone here know the difference between acessing a website through http:// and http://www.

What I mean to say, when you type in, for example,  http://arabnews.com - you get an error page. but when u type http://www.arabnews.com - you reach the site.

Technically speaking, what exactly determines this in the case of an apache server. Is it the .htacess file that can be accessed by the administrator or something which only the hosting company can determine?

Ok, before I begin let me warn you I'm not really good at explaining things. After having said that let me give this a try.
Most browers today work with more than on protocol to access the web such as http, https, ftp, telnet etc. the most common being http. So when ever you type an address in the browser without a qualifying protocol it defaults to http and tries to access the site with http protocol hence http:// automatically gets appended in the begining of the url.
Now with www or no www. Basically an address such as arabnews.com basically refers to what we can a domain name. And this domain can have multiple serves in this domain. It can also have subdomains and have servers in those subdomains. so when you refer to www.arabnews.com www is a server in domain arabnews.com. Now arabnews.com and www.arabnews.com can be pointing to two different servers. The DNS servers you have configured for your domain does basically the translation to what points to what. You can have these point to same server and serve the same stuff or you can point to different servers. Or you can also leave the domain.com untranslated and cause it error when someone request it. Now if you want both to point to the same server first you have to create an alias name in the dns configuration and then configure webserver to accept from either addresses.
Apache configuration mostly resides in httpd.conf and the files it sources. .htaccess has information only about the permission and methods of access to files which resides only in that directory.

Well I'm sure I haven't helped a bit to answer your question at all on the contrary I must have confused you even more. But If you tell me if you want to do something to configure your apache server, Insh Allah I'll try to explain you in steps what configuration who have to do exactly.
