Assalam u alaikum, I was wondering if anyone could help me with
some questions that I have regarding various things.  I guess the easiest
way to do this is if I just list my questions???

1 When making wudu, after going to the toilet and especially after
sleeping must one[i]always[/i] use water to wash the private parts?

2 All the books which I've read describing how to do wudu state
that you have to rub wet hands across your head from front to back (ie to the
nape of the neck) and from back to front.  Does this mean that it is a must
to wipe the back of the neck with water? I have long hair and this is usually
covering the nape of my neck.  Also, the wiping action is difficult with long hair
and my hair becomes tangled - is this action (ie wiping front to back and vice
versa) the same for men and women?

Jazakallahu khairun in advance for taking the time to read and respond to my
questions.

I'm sorry, I know this is kind of off-topic.  But what's really funny is that I just figured out that "Anonymous"...YOU are a real person. lol.  What I mean is that, I just figured out that that's your nick.  And that little thing at the bottom where it says that the post was written using an anonymous link....that's Your signature!!!!

Very VERY clever.  Genius.

Now let me attempt to answer Qs.  Just so that reading my post isn't a complete waste of time.

1) Yes.

2) Don't you tie up your hair when doing wudu?  It would make things easier.  And then I use a mathematical way of wiping the head/nape of neck/ears with water:  
Your hands should already be wet, since you are doing wudu anyway.  Use the palm of your hands, and three fingers (exclude thumb and index) to wipe the top of your head.  Use the index for your ears.  Use the backs of your hands for the back of your neck. If your hair is tied up in a pony tail or something, then all you have to do is *swish*.  As for the going back up part.  Umm... Umm... I didn't know that!  OMG OMG!  How are we supposed to do that?  OMG OMG!!! Okay someone answer the lady's question ASAP.

1. The private parts have to be washed after everytime one uses the restroom and during ghusl (the greater ablution, I'm assuming you know what this entails).  Washing of the private parts is *not* part of the wudu.  Wudu is performed under the assumption that the private parts are already clean.  

2. What is part of the wudu is the wiping over the head, from the front to the back, and then back to front, and then the wiping over the ears.  However, wiping the back of the neck is not proven from the authentic sunnah of Rasulullah (saw).  That is, there is no clear text from the authentic reports of the Prophet (saw) that he ever performed this act during his wudu and/or commanded his companions to do so.  Therefore, most of the scholars say that it is an act of bid'ah (innovation in deen) which should be abandoned completely.

I've learned that there are 3 ways of cleaning yourself after going to the bathroom. One is washing with water and something solid (rocks, sticks, tissue, and the like..), one is washing with water only, and one is washing with solids only (there is a minimum number of times you should do this if you are just using solids.). Using both is best, then washing with just water, then solids only. And like Abu Hamza said, it's not part of wudu, it's just something you have to do each time you use the bathroom.
I'd like to add that the ones most punished in the grave are the ones who dont clean themselves properly after using the bathroom.

I was suprised when I recently found out that water (as sister Truthfinder said) is not a necessity for cleaning onself after using the rest room.  
Here is a quote from www.islam-qa.com.

Answer:

Praise be to Allaah.  

When a person relieves himself, he must cleanse himself of impurities either with water – which is best and most perfect – or with something other than water which will remove the impurities, such as toilet paper, fabric, stones or something else.

Shaykh Ibn ‘Uthaymeen said:

When a person relieves himself, he must do one of the following three things.

1 – He may purify himself with water, which is permissible. The evidence for that is the hadeeth of Anas (may Allaah be pleased with him) who said: “The Prophet (peace and blessings of Allaah be upon him) used to relieve himself, then another boy and I would bring a vessel of water and a short spear [to use as a sutrah for the prayer he was going to do after doing wudoo’] and he would cleanse himself with the water.”

(Narrated by al-Bukhaari, 149; Muslim, 271)

The reason for that is that the basic way of removing impurities is to use water. Just as you use water to remove any impurities from your foot, so too you use it to remove any impurities resulting from relieving yourself.  

2 – He may purify himself using stones. Doing istijmaar or removing impurities with stones is sufficient. This is indicated by the words and actions of the Messenger (peace and blessings of Allaah be upon him). With regard to his words, Salmaan (may Allaah be pleased with him) said: “The Messenger of Allaah (peace and blessings of Allaah be upon him) forbade us to use less than three stones for the purpose of istijmaar.”

(Narrated by Muslim, 262).

With regard to his actions, Ibn Mas’ood (may Allaah be pleased with him) said: “The Prophet (peace and blessings of Allaah be upon him) went out to answer the call of nature and asked me to bring him three stones. I found two stones and searched for a third but could not find one. So I took a piece of dried dung and brought it to him. He took the two stones and threw away the dung and said, ‘This is a filthy thing.’”

(Narrated by al-Bukhaari, 122).

The hadeeth of Abu Hurayrah, which states that he gathered some stones for the Prophet (peace and blessings of Allaah be upon him) and brought them to him in his garment, put them down next to him then went away (narrated by al-Bukhaari, 154) indicates that istijmaar (using stones to cleanse oneself after relieving oneself) is permissible.

3 – Cleaning oneself with stones then with water.

I do not know of any report to this effect from the Prophet (peace and blessings of Allaah be upon him), but there is no doubt that this is more effective in cleaning.

Based on this, you have no excuse for not praying or for delaying the prayer beyond the appointed time because you are not able to do instinja’ (wash with water after relieving yourself), because you can remove the impurity and cleanse yourself of it using tissues and the like. Everyone can carry some tissues with him in his pocket to clean himself with. Moreover, it is not clear from the question what is stopping you from cleaning yourself with water after relieving yourself, especially since you say, “Should I make wudoo’ and pray or miss the prayer?”  What that means is that water is available, so you can bring some water to the toilet and use it to clean yourself. If you do not do that then you have to remove the impurity using tissues and the like, then do wudoo’ and pray. It is not permissible for you to delay the prayer until the time for it has passed.
