Slm,
Awww......I couldnt come online for a couple days and I thought no one probably knew the answer and I guess I am kinda right :(
Actually,I have seen it mostly made at PAk or Indian houses but its not really popular. Its like u roast the milk powder in oil till it turns brownish but dont burn it. Then make a syrup outta water and suagr(I think....) and put the milk in it and cook until it forms into kinda ball and leaves the sides of the pan.I belive its something similiar.Yo'all would be like,'if she knows the procedure, why is she asking us?? :) ).Actually,I am not sure if u put anything else and in what quantity.Anyhelp would be greatly appreciated.
JazakaAllahu khairan.

I searched the net. Could not get the recipe for milk halwa. But got the recipe for 'milk burfi'...close enough..eh ?

Milk burfi [Kalakand]

2 litres milk
1/2 to 3/4 cup sugar
chopped nuts to decorate (pista, almonds)
silver foil (optional)
1/2 tsp citric acid dissolved in 1/2 cup water.

Method

Boil half the milk and add the citric solution as it comes to boil
Switch off gas. Once the chenna settles sieve through muslin cloth, press out excess water, take in a plate and press down.
Do not knead.
Put the remaining milk in a heavy pan and boil to half.
Add the chenna and boil till the mixture thickens, stirring continuously.
Add the sugar and continue to cook, stirring all the while till softly thickens in a lump.
Set in a tray, apply silver foil and sprinkle the chopped nuts.

The only Halwa recipe I could find that uses milk powder is this one here
