The reason you can't read the inscription is because the language doesn't really exist. In the story, the translation is: 'One Ring to rule them all, One Ring to find them, One Ring to bring them all and in the darkness bind them.' This is the Ring that the dark lord is seeking, because it will give him unlimited power. I hope that clears everything up for you and all the others that aren't familiar with Tolkien's books.
