I was wondering how can someone put up an English/Arabic website...
Would you need an English/Arabic Web development tool?
Would you paste the arabic characters like an image?

Any help, ideas, etc. Would be much appreciated:)

Most of the web tools are multi lingual, but if you want everyone to be able to see and read the Arabic, you will have to use images.  If it doesn't matter,  then just type in it. Those who have Arabic enabled computers or who have the latest IE versions will be able to read it.

Responding for the quoted part.

Three ways.

1] (Everyone having win 2000 or win XP and arabic enabled, would be able to read this).

Enable arabic language support in your win 2000 or win XP machine and you'll be able to type arabic (after reading the keyboard help) in any webpage composing tool e.g. Frontpage, DreamWeaver etc. Just publish these pages like you normally do (English ones).

[i]For the other two approaches i'd recommend you to download this free tool called RTL (Type RTL or "Right to Left" in google search with the quotes). This tools runs at OS level and you can use any arabic font of your choice to configure keys of your keyboard for arabic alphabet equivalents. With the help of this tool "any" program (notpad even) can be used to type arabic.[/i]

2] Using the tool mentioned above compose the webpages and when you publish the website, make available the underlying arabic font for the user to download and only then s/he will be able to read arabic.

3] As sis Taliba-tul-ilm said, use graphics. Again using the tool mentioned above (or any other way of typing arabic) compose the text in MS word etc, use "ALT + Print Screen" buttons to get a screen shot, edit the image using some image croping tool (ofcourse after pasting it using CTRL+V, easiest tool is MS Paint Brush), save the image prefeably in Gif format and use them in your webpage.

Its recommended to optimize the size of image files using tools like "JPEG Optimizer" etc.
