I am trying to find some fatwas about "handling" the Qur'an. Specifically, whether it is permissible to use it while praying (ie) sunnah and taraweeh prayers.

Also, the rules of putting it on the floor, next to you. Does it need to be elevated or just a clean place.

I have heard many different opinions and am looking for backed up facts.

Also, I am interested in the rules of a translation that contains the entire Quran. Are the rules the same?

There is an excellent book that you should get for these types of questions, the English title is "Etiquette With the Qur'an" and it's a translation of a classic work by Imam Nawawi entitled "Al Tibyan fi Adab Hamalat al Qur'an" .  The translation was done by Musa Furber.  

The book is published by Starlatch Publications, www.starlatch.com, and can be ordered directly from them or from many other online booksellers.
