Help/advice with domain names and starting a board

I am starting an animal rescue haven and need to know how to register a domain name, build a web site and also I wish to start a board simular to this one for the rescue. I did a web search on domain names and they have all kinds of get one registered for $6.95 and $7.95 but that seems so cheap, what does it do? Others say $49. for s domain name and 3 pages. I don't understand all this stuff. Can someone please help explain what to do? What to look for and more?\ Thank you so much.
