Salaam  ( :-) this is embarassing so pls don't make too many rude comments)

There are times when I feel that the tip of my penis is sometimes wet, but when I check there's no ovovuss liquid, weither urine or seman.  It just feels that some liquid has slipped out.  Should I go gasul and wash completly?  Pls answer quickly.

assalaamu`alaikum brother

you just need to wash that area and remove any najaasah. there is no need to perform ghusl (bath).

but if you got excited and ejaculated, then you need to perform the compulsory bath.

if you are certain its maniy (semen) then a bath is obligatory. and if its not semen then you just wash that area away like you do when theres urine or prostatic fluid (madhiy)

It was also narrated by Abu Dawood and al-Nasaa’i that ‘Ali (may Allaah be pleased with him) said: “My madhiy (prostatic fluid) flowed excessively and I used to keep taking baths until (the skin of) my back cracked. I mentioned that to the Prophet (peace and blessings of Allaah be upon him) – or that was mentioned to him – and the Messenger of Allaah (peace and blessings of Allaah be upon him) said: ‘Do not do that. If you see madhiy, then wash your penis and do wudoo’ as you do for prayer, but if water gushes out [i.e., maniy or semen], then do ghusl.” (Narrated by Abu Dawood, al-Tahaarah, 178; al-Nasaa’i, al-Tahaarah, 193. Classed as saheeh by al-Albaani in Saheeh Sunan Abi Dawood, no. 187).

I don't see how someone could possibly get confused by daleel (proof), its more confusing/dangerous to tell someone to do something a certain way and not tell them the reason why.  Sometimes, the view held by a certain school, maybe the opinion of the earlier jurists, but the later generations within that school differed with the earlier people in that school, so this too leads to confusion.  I remember a non-Muslim (he rejected hadiths) was asking me about the prayer movements, and I showed him a book that had the movements for each action, and what to say as well.  He was stunned, and alhumdullilah became Muslim.

Well  I think we must be watchful as well when giving  DALEEL   for l questions  because as we know there are  weak  HADITHS .  so  if the person specially   has a  little  acquaintance  on religion matters and someday discovers the  DALEEL  and the book he is suggested  to read  is not   consistent  then this  makes more confusion which  is  very  dangerous  because  he will  not believe any  more HADITH    and this means  making the mission  of  learning  tough

In  the  current days of the  FITNAH (corruption    ) we  are facing  among  ourselves (MUSLEMS)where each  group    has  a favorite  books  or  scholars he counsels   . This  I think  is risky  if we  use  it in the  DAIWAH  

But  if the the FATWAH  is  unwraped  with  DALEEL  the  person will not  certainly take  it randomly to believe  it  as  it is  so  he will  try to  substantiate this from other sources  , since  any person should not  rely  on the  fatwah  of any  person  unless this  person  is an official MUFTY  of the  country  then  it  is only a  matter of  showing the  road  and  the  rest  is his  duty  to  complete  the  journey toward  learning or knowing .This  is the way  every  body has  to  consider any fatwah  from a  person  he  doesn’t know

But at the same time  any  fatwah   releaser   is  accountable for  what  he  has said  infront  of  ALLAH and  I think  that is  the way things are  ,The  reason
It might  not need  mentioning specified book where this  daleel  is written not  to give a  notion that we do sustain  a book  than another  
Unless  it is  for the sake of defence  from random extremist attacks  or  people who  have  wide intellectual capacity  of  this  type of lesson

We can’t tell  for  instance a  child of seven years  he has to do this and not that according to the daleel so and so . it  makes  no difference  to  him who narrated  that  daleel  equally to an  ignorant  Muslem  or  non MUSLEM .The daleel  is me for him and  the  daleel we  need  from  books is  what we  need  for ourselves  before we release  it,however   that can be  invisibly done  not to confuse   the  person who is  taking such any  guidance as far as we are sure this is  correct and the intellectual capacity  is  not able to accept it in a difficult structure  
It is  like when if a  doctor tells us the story of a  medicine where  its  extracted    from  etc
.we don’t understand  such validation in certain level. All  we need  is the medicine as  long as we do trust him  but if we need to  exceed the same  medicine to  other patient then we need to go back to the story we  have not  understood at that  time because we are now  in the position of responsibility .

Here we  have a radio program called NURUN ALAA  DARB .this  program is asking  official ULAMAS any thing about religion
. They some  times answer with YES or NO under  their responsibility

So when such this trustworthy   scholars  answer questions  if the same question is asked we surely  know the answer is correct  even if the DALEEL is not  mentioned
