One has to differentiate between "chatting" and discussion. We came across this problem when we were deciding on the format of sunniforum.com. In the end, after consultation with various ulema, we came to the conclusion that we could have a mixed general secton for serious discussion/articles, ie respectful dialogue, and a seperate brothers and sisters section for the more informal "chatting".

Intention and purpose are, as always, key. Originally we considered complete segregation for the purpose of "blocking the means", but in the end we decided that an environment within which both brothers and sisters could chip in would be beneficial. Moderators have quite a bit of leeway to snip inappropriate comments and pm was disabled and e-mails banned in the main section to stop brothers from harassing sisters (and vice versa).
