[slm] yes, you are allowed. :) The quran is for reading and reflecting. With torn pages, or without a proper cover, it would be difficult, and sometimes erroneous, and the tear in the page may become bigger, so there is not only no harm in repairing, but also merit. We must take care of the copies of the Quran. welcome to the board. :)
