Ramadan and north areas (short/long days

During Ramadan where places have short winter days and sun up to sun down is maybe 5 hrs or less. And places when it is light 15 to 20 hours a day, how does one deal with fasting? Seems like shorter days isn't really fasting and longer days would be very hard on a person fast and even prayer wise. Would love to hear how it is handled.
