Halliburton has been accused of overcharging for services in Iraq


A UN-sponsored international auditing board announced that the United States should reimburse Iraq up to $208m for work done by a Halliburton subsidiary- the first time an international auditing group suggests that the U.S. repays money to Iraq.

The International Advisory and Monitoring Board, set up to monitor the spending of Iraq's oil revenues, following the U.S.-led invasion, said the work by Halliburton had been either overpriced or insufficiently documented, BBC reported.

After conducting an audit on contracting work by Halliburton's Kellogg, Brown & Root unit in 2003-04, the International Advisory and Monitoring Board, which is composed of auditors from the United Nations, the World Bank and the International Monetary Fund, said that KBR received $1.4 billion in contracts without completing for the delivery of fuel and the repair of Iraq's oil infrastructure.

But the energy firm denied overcharging.

The IAMB said in a statement that it "recommends that amounts disbursed to contractors that cannot be supported as fair be reimbursed expeditiously", adding that Washington should "seek resolution with the Iraqi government concerning the use of resources of the DFI (the Development Fund for Iraq) which might be in contradiction with UN Security Council Resolution 1483," which transferred authority for expenditures from Iraq's oil revenue from the UN to the DFI, BBC added.

Trying to play down the IAMB’s finding, which adds to the criticism of the United States' handling reconstruction in postwar Iraq, Cathy Mann, Halliburton's spokeswoman said "The auditors have raised questions about the support and the documentation rather than questioning the fact that we have incurred the costs. Many of the Pentagon audit agency's questions have been about the quality of supporting documentation for costs that KBR clearly incurred."

"Therefore, it would be completely wrong to say or imply that any of these costs that were incurred at the client's direction for its benefit are 'overcharges'".
